Short Description of Activity

Discussion and seeking direction in how to handle the new SEORMP which is now SB 4860, that Sen. Wyden sponsored to present to congress with new amendments. This is an updated version of SB2828. We and the other partners have a long history of dealing with this with ongoing concerns. ONDA fought and won acknowledgement of LWC’s. We have our own issues with this Bill.

Reflection/Evaluation

Our concerns with this bill have been 1) No provisions for grazing retirements, 2) No acknowledgment of LWC’s and 3) the lands would be managed per an advisory board (Malhuer CEO Group). This group would be outside of the FACA. Concerns about protection of RAC’s. After brainstorming and actually looking at what the new bill has in it, we are feeling a bit more optimistic. We won’t get everything, but it is a start. The primary thing is that the other stakeholders have more restrictions than they may realize, and so with that being said, we all plan to keep a low profile in hopes it gets passed with the stakeholders (ranchers) not weighing in. The bottom line is the goal of what do we want to achieve and what can we tolerate. As far as the “grazing program” as described in the bill still requires NEPA, along with oversight and monitoring. The program has to be reviewed 8 years after enactment. Right now it is a waiting game, and as already stated we are all laying low in hopes it gets passed under the radar and then we can work on achieving more of what we want down the road.
